Well, they are based on the same factors that newscasts are based on. You just get the information further in advance, and can plan according to the estimations of what will happen.
The main reason that weather are less reliable in general is because of how far out in the future they have to project when they are published. If there are unforeseen conditions on one day out of the year, those can lead to a domino effect and throw off everything that is claimed in the book.
